A Chickasha native with farming roots before his degree in Construction Management from Oklahoma State University, Matt Thomas a construction management and design-build professional has specialized in construction projects across the metro area building a lengthy resume and an extensive client list. Matt Thomas has been the sole Owner of QUAD Construction for the past 10 years, and has been working in construction for over 20 years now. Thomas’s role as company owner is unique in that he is the Lead Estimator for the firm, and also oversees all operations. Contributions to the education and well-being of others are his primary passions.

Micah Phifer is the Estimator at QUAD Construction, where he leads project estimating and manages the firm’s bidding efforts. Prior to joining QUAD, Micah served as a Cost Manager at Cumming Group, where he analyzed drawings and specifications, performed detailed quantity takeoffs, and prepared accurate cost estimates while collaborating closely with project managers, subcontractors, and suppliers. Earlier in his career, Micah spent several years in the field leading complex audio visual installations, giving him hands-on experience with coordination, sequencing, and problem-solving on active jobsites. This combination of cost management expertise and field experience allows Micah to produce thorough, competitive estimates that support successful project delivery.
Project Management
These are our switchboard operators that serve as the liaison between Owner, Architect and Superintendent. It is the duty of the Project Manager to understand trust-induced strategies that create in each stakeholder a desire to work towards the end goal, as a team.
Experience: 18 years with QUAD Construction
Matt McConnell, a native of Oklahoma City and a Certified Construction Manager, has over 20 years of experience in public construction across Oklahoma. With a background in cabinetry and fine craftsmanship, he has become a leader at QUAD Construction, where he’s spent 17 years shaping processes and developing protocols that set our company standards. As Project Director, Matt is known for his expertise in managing complex projects, leading teams, and delivering results. His commitment to safety, quality, and efficiency has been key to QUAD’s continued success and reputation in the industry.
Experience: 6 years in construction, including 6 years with QUAD Construction
Colton Blackburn is one of our most experienced Project Managers at QUAD Construction. He was raised in Edmond, Oklahoma and obtained his degree in History from Oklahoma State University in 2013. Before QUAD, he was employed at an underground construction company where he installed water/sanitary/storm/gas/communication lines. He oversaw the installation of thousands of feet of various types of underground lines, which prepped him for his project management role. He joined the QUAD Construction team in 2019 and has since received his certifications in Certified Healthcare Construction, ICD 705 SCIF Facilities, Estimating, and Specialist in Safety & Health.

Connor Littlefield graduated in 2012 from Oklahoma State University with a B.S. in Construction Management. Worked from 2012 - 2015 as an OKC and surrounding area sales representative for Exxon Mobil petroleum products and served briefly as a superintendent for residential construction projects. From 2015 - 2021 Connor developed his career as a project manager with two other commercial construction firms before joining the QUAD Construction team as a project manager in 2021.

Joey Streight is a Project Manager at QUAD Construction with a lifelong background in construction, specializing in residential projects. Since joining the QUAD team two years ago, Joey has extensive experience managing multiple small projects at once, where he ensures efficiency, quality, and seamless execution. His hands-on construction background and dedication make him a vital part of the team.

Cory Wagoner is a skilled project manager whose relationship with QUAD Construction spans over a decade. He began his career with the company as a carpenter from 2011 to 2014, honing his skills in the field and gaining a solid foundation in construction. After gaining nearly a decade of broader industry experience, he returned to the company in 2023 as a project manager. His hands-on background informs his practical approach to managing complex builds and coordinating project teams. Notable work includes contributions to The Chesapeake Campus and multiple dental clinics. Known for his clear communication and attention to detail, he brings consistency and efficiency to every phase of construction—from pre-planning through closeout.

Lizeth Ocampo is a Project Manager at QUAD Construction, known for her drive, attention to detail, and strong leadership on the jobsite. She earned her degree in Construction Science from the University of Oklahoma and joined QUAD after gaining hands-on experience through multiple internships and time at another firm. Growing up around construction with her father, Lizeth developed a deep understanding of the industry early on. Today, she brings that same passion and determination to every project, making her one of our most proactive and dependable team members.

Kevin’s interest in construction began at a young age, spending his summers working for a custom home framing company in Enid, Oklahoma. While earning his Bachelor of Science in Construction Engineering Technology, he gained additional hands-on experience in asphalt paving, materials lab testing, and working at a lumberyard for more than two years. After graduating in 2022, Kevin immediately joined QUAD Construction and has since focused primarily on education projects, working closely with school districts and campus stakeholders to deliver safe, efficient, and thoughtfully planned environments that support students, staff, and long-term growth.

Rebekah Spann is a Project Manager at QUAD Construction who began her career with the company as an intern during her senior year at the University of Oklahoma. Her strong work ethic and hands-on approach quickly set her apart, leading to a full-time offer upon graduation. Rebekah earned her B.S. in Construction Science from OU in 2025 and has gained all of her construction experience with QUAD. After working closely with senior Project Managers on active jobsites, she is now independently managing two projects, demonstrating strong organization, accountability, and leadership early in her career.

Landon NesSmith is a Project Manager at QUAD Construction who brings a unique foundation in landscape management and construction. A graduate of Oklahoma State University, Landon gained valuable experience assisting with the $37 million renovation of Karsten Creek, where he developed a strong understanding of large-scale, complex projects. He first joined QUAD as an intern and quickly proved his capability, leading to a full-time role after graduation. Currently, Landon is managing the Special Care campus expansion, where his dedication, technical knowledge, and collaborative approach are driving the project’s success.

Superintendents
These great men are our secret weapon. All of our superintendents have 20+ years minimum experience in the field, and some up to 46. What’s more impressive is that each one of these gentlemen began his career as a craftsman first. When these experts oversee a project, they see their work through a different lens; one which can lead the team to find creative solutions, and execute more efficiently and effectively.
Experience: 49 years with QUAD Construction
Howard Hines is QUAD Construction’s longest tenured employee, serving the company since 1974. As our most experienced superintendent, Howard has led countless new construction and renovation projects across the Oklahoma City metro with steady leadership and unmatched field knowledge. Among the many projects he has delivered, he is most proud of leading construction of Pops on Route 66, an iconic Oklahoma landmark.
Experience: 36 years with QUAD Construction
Hank Davis has spent his entire 36 year career with QUAD Construction, beginning with teenage summers working alongside his father in the trades. As one of QUAD’s most seasoned superintendents, he brings decades of hands on field experience and deep knowledge of both new construction and renovation projects. Hank is detail oriented, prioritizes quality, and approaches every project with grit and high standards earned through years in the field.

Matt Hawkins joined the Carpenters Union in 1989 and built his career in the field before finding his long term home at QUAD. After working his way up through the ranks, he became a Superintendent in 2004, beginning with a renovation project at Unity Health Hospital in Shawnee. Now with more than 26 years at QUAD, Matt is a respected leader known for his steady guidance, depth of experience, and commitment to continual learning in an ever evolving construction industry.

George Eastman joined Operators Union Local 627 in 1998 and built his career working on projects across Oklahoma before beginning his long tenure with QUAD more than 26 years ago. He started with extensive work on the Oklahoma Medical Research Foundation campus, followed by several years on the Chesapeake Energy campus, where he led crews and managed large equipment operations. George brings broad experience across renovations, PEMB structures, ground up, and multistory projects, along with a deep understanding of field operations earned over decades in the industry.

Matt Harcourt is a seasoned Superintendent with a deep-rooted connection to the construction industry. Growing up around the trade, with both his grandparents and father working as superintendents, Matt was exposed to the profession from an early age. He officially joined QUAD Construction in 2006, bringing years of hands-on experience across various construction roles. What Matt finds most rewarding about his work is the satisfaction of seeing a project come to life in its final form. Over the years, he’s been a key player in some of the company’s most notable projects, with the Chesapeake project being a personal favorite.

Nick Abbott is a dedicated construction professional with 15 years of experience working with QUAD Construction. Passionate about transforming empty spaces into meaningful places that benefit the community, he brings a strong work ethic and commitment to excellence to every project. His attention to detail and drive to deliver high-quality results ensure client and owner satisfaction, making him a valued member of the team. His main focus over the last few years has been on education projects, and he has developed a great understanding of working on occupied campuses.

Fred Quinonez has been with QUAD Construction for 20 years, beginning his career as a carpenter and advancing through the ranks to his current role as Superintendent. His deep field experience gives him a comprehensive understanding of every phase of construction, from self-perform work to complex site coordination. Fred is known for his hands-on leadership, commitment to quality, and ability to foster teamwork and clear communication among trades, architects, and owners. His long tenure reflects his dedication to both craftsmanship and collaboration, ensuring every project is delivered safely, efficiently, and to the highest standards.

Jerry Tadlock Jr. has been with QUAD since the beginning of his construction career 28 years ago. He followed in his father’s footsteps, who was once a superintendent for QUAD. Jerry started his career as a foreman and crane operator and worked his way up to Superintendent.

Fred Pettingill has served QUAD Construction for 28 years with a determined, hardworking character and a passion for overcoming challenges. Coming from a family of builders, Fred has construction in his blood and takes a hands-on approach to every project. Previously serving as our Equipment Director, he has played a vital role in managing nearly every project over the past 28 years. His expertise spans new construction and renovation projects across the state, where his deep industry knowledge and commitment to quality ensure every build meets the highest standards.
